    Background & Challenge

    Covalent Lithium is one of WA largest lithium mining operations, with a major refinery in Kwinana, active mining at Mount Holland, and a supporting workshop. As a major resource company operating under Western Australian mining legislation, maintaining full compliance with their Mine Safety Management System (MSMS) is both a regulatory obligation and a critical operational requirement.

    The core challenge was uncertainty. Covalent Lithium’s leadership did not have clear visibility into whether their MSMS met all current legislative requirements — both in how the system was designed and how it was being applied in the field. Without an independent, structured assessment, the organisation faced potential exposure to legislative non-compliance, safety gaps, and operational risk across all three sites.

    SAFESCOPE Consulting was engaged to conduct a comprehensive, risk-based audit of Covalent Lithium’s entire MSMS. The methodology was structured around two core dimensions:

    Design Effectiveness Assessment

    A thorough desktop review of the entire MSMS documentation to assess whether the system is designed to meet all applicable legislative obligations.
    Operating Effectiveness Assessment

    In-field verification across all three sites to confirm that MSMS requirements are being implemented and operating as intended in practice.

    Central to SAFESCOPE’s delivery was a fully mapped audit tool, purpose-built to trace every element of Covalent Lithium’s MSMS against the relevant legislative framework — distinguishing between legislative obligation gaps and operational gaps with precision.
